जियोसाइंटिस्ट सोसायटी आफ राजस्थान (जीएसआर) द्वारा अपने सदस्यों, खनिज व्यापारियों एवं खान मालिकों की जानकारी हेतु प्रधान खनिजों (मेजर मिनरल्स) की निलामी प्रक्रिया पर संगोष्ठी का आयोजन 18.07.2026 को किया।
मुख्य वक्ता श्री राजकुमार मीणा, वरिष्ठ भू-वैज्ञानिक, खान एवं भूविज्ञान विभाग (डीएमजी) उदयपुर ने पूरी प्रक्रिया की जानकारी देते हुए हर एक स्तर पर किये जाने वाले आंकलनों को विस्तार से बताया।
मौजूदा प्रक्रिया में मुख्यतः आर्थिक दृष्टिकोण पर अधिक जोर दिया जाता हैं। जो प्रतिष्ठान सबसे अधिक कीमत की बोली लगाते हैं उन्हें सूचिबद्ध करके शीर्ष 6 को अगले स्तर पर बोली लगाने का अवसर दिया जाता हैं, जिसमें वें बोली को पहले स्तर की अधिकतम बोली से बढ़ाकर ही पुनः निविदा दें सकते हैं। दुसरे स्तर की निविदा में जिसकी कीमत सबसे अधिक होती हैं ऐसी संस्था का पूरा आर्थिक आंकलन करके खंड आवंटित कर दिया जाता हैं।
पूरे भारत में केवल राजस्थान राज्य ही एकमात्र प्रदेश हैं जो नीलामी की पूरी प्रक्रिया बिना किसी बाहरी र्टांजेक्शन एडवाइजरी की सहायता के पूर्ण करता है। प्रधान खनिजों खंडों की पूरी नीलामी प्रक्रिया में डीएमजी के भू-वैज्ञानिकों एवं वित्त अधिकारीयों की सक्रिय भागीदारी से सम्पादित किया जाता हैं जो सराहनीय हैं, प्रत्येक खंड नीलामी प्रक्रिया की सफलता पर खान मंत्रालय, भारत सरकार रूपये 20 लाख की प्रोत्साहन राशि प्रदान करता हैं।
संगोष्ठी में उपस्थित अनुभवी भू-वैज्ञानिकों ने पूरी नीलामी प्रक्रिया में संस्थाओं की तकनीकी, अभियांत्रिकी और व्यवसायिक क्षमताओं की विवेचना का प्रावधान शामिल करने की आवश्यकता बताई। साथ ही अनेक सुझाव दिये जिनमें खंड की अनुमानित खनिज संपदाओं का पुनः आंकलन, निविदाएं आमंत्रित करने के लिए खंड की भौमिकी रिपोर्टों का निःशुल्क अवलोकन का अवसर देना। निविदा आवंटन पश्चात् अन्वेषण कार्य योजना (एक्सप्लोरेशन), खनिज संपदा का पुनर्मूल्यांकन के पश्चात् खनन पट्टे का आवेदन, चरणबद्ध खनन की समय सीमाओं का निर्धारण प्रक्रियाओं को भी परिभाषित करने की आवश्यकता बताई।
संगोष्ठी का संचालन जीएसआई सचिव कन्हैयालाल जागेटिया ने तथा अध्यक्षता डा. अनिल भंडारी भूतपूर्व अन्वेषण निदेशक ओएनजीसी विदेश लिमिटेड ने की। श्री ब्रिजेन्द्र सिंह गहलोत ने धन्यवाद ज्ञापन किया।
The Geoscientists Society of Rajasthan (GSR) organized a seminar on the auction process for ‘major minerals’ to inform its members, mineral traders, and mine owners on 18.07.2026.
The keynote speaker, Mr. Rajkumar Meena—a Senior Geologist with the Department of Mines and Geology (DMG), Udaipur—explained the entire process and detailed the assessments conducted at each stage.
The current process places primary emphasis on economic factors. Entities placing the highest bids are shortlisted, and the top six are given the opportunity to bid in the next round; in this subsequent round, they must submit a bid higher than the maximum bid from the first round. Following the second round, the mineral block is allocated to the entity with the highest bid, subject to a comprehensive financial assessment of that organization.
Rajasthan is the only state in India that conducts the entire auction process without the assistance of external transaction advisors. The auction process for major mineral blocks is executed through the active participation of DMG geologists and finance officers—an effort that is highly commendable; the Ministry of Mines, Government of India, awards an incentive of ₹20 lakh for the successful auction of each block.
Experienced geologists present at the seminar highlighted the need to incorporate an evaluation of the technical, engineering, and commercial capabilities of the participating entities into the auction process. They also offered several suggestions, such as re-assessing the estimated mineral reserves of the blocks and providing free access to geological reports for prospective bidders. Furthermore, they emphasized the need to clearly define procedures for post-allocation activities, including exploration plans, applying for mining leases following the re-evaluation of mineral reserves, and establishing timelines for phased mining operations.
The seminar was conducted by GSR Secretary Kanhaiyalal Jagetiya and presided over by Dr. Anil Bhandari, former Director of Exploration at ONGC Videsh Limited. Mr. Brijendra Singh Gehlot delivered the vote of thanks.
